A polished draft can answer a different question than its title, especially when useful research pulls the middle in a new direction.

Write the title as a plain reader promise. Once the body is stable, check the opening, main sections, and close against that promise.

Retain the working title, final title, and one-sentence reason for a change. Save useful side questions as separate assignments.
Who decides
The writer may propose a sharper title. The editor approves identity changes because they affect the slug, metadata, links, and reader expectations.
